The History of Gambling in Sweden
Sweden has a long and complex relationship with gambling. For decades, the primary goal was to control and contain illegal gambling activities. In 1934, the state established Tipstjänst, an organization designed to create a legal framework and bring illicit operations into a standardized system. This was a pragmatic acknowledgment that since people would gamble regardless, it was better to regulate it.
A pivotal moment came in 1997 when Tipstjänst merged with the state lottery, Penninglotteriet, to form Svenska Spel. This new entity solidified the state's monopoly over most forms of gambling in the country.
Today, Svenska Spel operates across three main divisions: Sport & Casino (covering sports betting, online casinos, poker, and bingo), Tour (lotteries and scratch cards), and Casino Cosmopol (land-based casinos).
The Rise of iGaming in Sweden
For many years, the Swedish government maintained its monopoly, resisting pressure from the European Union to open its market to foreign competition. The digital age, however, made this position increasingly difficult to hold, as Swedes could easily access international online casinos. This led to a major legal overhaul.
The breakthrough came in 2018 with a revised law, which was fully enacted on January 1, 2019. This new legislation ended the state monopoly and introduced a licensing system for private operators wanting to offer services in the Swedish gambling market. The regulatory body, Spelinspektionen (the Swedish Gambling Authority), was tasked with overseeing the new system. Following this change, 81 new gambling companies entered the market in 2020, providing Swedish players with a wide range of legal options.

Emerging Changes in the Swedish iGaming Market
The 2019 regulations brought significant changes. The new laws were designed to enhance player protection through measures like a national self-exclusion register (Spelpaus) and strict marketing rules. This created a safer environment for players but also presented challenges for operators.
Despite the stricter rules, the newly regulated market spurred innovation and growth. Entrepreneurs launched new ventures, and iGaming hubs began to form, fostering a vibrant ecosystem. Many of today's industry giants, such as Betsson, LeoVegas, NetEnt, and Play’n Go, have their roots in Swedish entrepreneurship.
The Shift of iGaming Companies to Malta
Despite the market's liberalization, a notable trend emerged: many Swedish iGaming companies began moving their primary operations to Malta. This migration was largely driven by Malta's more favorable tax laws and its status as the first EU nation to regulate online gaming, creating a mature and supportive iGaming ecosystem.
Companies found that operating from Malta offered financial advantages and access to a large, experienced talent pool. This has created a situation where many leading online casinos serving the Swedish market are based abroad. For Sweden to attract these companies back, further adjustments to its regulatory and tax framework may be necessary to make the domestic market more appealing for large-scale operations.
